The proposal would benefit native species through the construction of a fish barrier followed by a chemical reclamation to remove hybrid fish. The fish barrier is intended to create an effective impediment to upstream fish movement during all stages of stream flow. The proposed action consists of the following key elements: 1) construct a fish barrier with concrete blocks 300 feet inside the Forest Service boundary to prevent the upstream movement of fish, 2) modify 30 feet of streambed downstream of the barrier to adjust for necessary changes in streambed elevation, and 3) monitor whether downstream fish move upstream of the barrier. A connected action, not under Forest Service authority, involves Colorado Parks and Wildlife removing hybrid trout from 1.2 miles of Toponas Creek and Deadman Gulch upstream of the proposed barrier.
